Why gallon ratings fail here specifically

A gallon rating describes volume, and volume is the one dimension a terrestrial lizard does not care about. Two 20-gallon tanks - one tall, one long - have the same rating and very different floor areas, and only one of them is a candidate.

The conversion worth memorizing: 4.5 sq ft is 648 square inches. A 36 x 18 in footprint is exactly that. Multiply length by width in inches for any enclosure you are considering and compare the single number.

Why 4.5 sq ft and not more or less

The published figure is stated as a minimum, with floor space named as the most important consideration because leopard geckos are terrestrial. The functional reason is the same as for every species on this site: the enclosure has to hold a thermal gradient. A basking surface at 94-97 F (34-36 C) surface; warm hide 90-92 F (32-33 C) with a cool end at 70-77 F (21-25 C), plus three hides placed along that gradient, needs horizontal distance.

Three hides is itself a floor-area requirement. Warm hide at one end, cool hide at the other, humid hide at the middle to cool end - in 2.5 sq ft those hides occupy most of the floor and the gecko has nowhere to be that is not inside one.

Can a leopard gecko live in a 10 gallon tank?

Only as a brief grow-out. A 10-gallon is far below the published 4.5 sq ft floor-space minimum and cannot hold a thermal gradient with three hides along it.

Is bigger always better for a leopard gecko?

More floor area, yes - this species will use it. More height, no. A tall enclosure for a ground-dwelling animal is volume it does not use and makes the floor harder to heat correctly.
